The rule
A center turn lane may be used only for making a left turn, and you may enter it no more than 300 feet before the place you will turn.
A center turn lane is only for making a left turn. It isn't a travel lane or a passing lane, and you enter it no more than 300 feet before your turn.
From the Georgia Drivers' Manual, page 37. This question is our own wording of that rule. The handbook and the DDS have the final word.
