When you pass a bicyclist in your lane, what's the least space you may leave?

The rule

Give a bicycle at least 3 feet of room when you pass it, in your lane, in a bike lane or on the shoulder.

Leave at least 3 feet between your car and a bicycle when you pass, whether it is in your lane, in a bike lane or on the shoulder.

From the Maryland Driver's Manual, Section 7, page 40. This question is our own wording of that rule. The handbook and the MVA have the final word.
