How should you pass a bicyclist riding ahead of you in your lane?

The rule

Overtake a bicyclist on the left, keeping a safe gap until you have fully cleared the bike, and give the rider enough space to ride.

Pass a bicyclist on the left and keep a safe distance until you're clear of the bike. Slow down and give the rider room.

From the New York State Driver's Manual, page 39. This question is our own wording of that rule. The handbook and the DMV have the final word.
