When you pass a bicyclist in your lane, what's the least space you may leave?

The rule

When you can't change lanes to pass a bicyclist, leave at least 3 feet between your car and the bike. If you can't give 3 feet, don't pass until you can.

Give a bicyclist at least 3 feet when you pass. If you can't give 3 feet, stay behind until you can. Change lanes to pass when you're able.

From the California Driver Handbook, section 7, page 48. This question is our own wording of that rule. The handbook and the DMV have the final word.
