What does a flashing yellow X over a lane mean?

The rule

A flashing yellow X (or two-way left-turn arrows) over a lane means you may use the lane to turn left, sharing it with left-turners from the other direction.

A flashing yellow X, or two-way left-turn arrows, means you can use that lane to turn left. Drivers from the other direction may share it.

From the Maryland Driver's Manual, Section 4, page 18. This question is our own wording of that rule. The handbook and the MVA have the final word.
