The rule

With a junior license you may carry no more than one passenger under 21 unless they're members of your immediate family.

A junior license holder may carry no more than one passenger under 21, unless the passengers are immediate family. Everyone must wear a seat belt, one person per belt.

From the New York State Driver's Manual, page 15. This question is our own wording of that rule. The handbook and the DMV have the final word.
