Why do some highways have a minimum speed limit?

The rule

Some highways have minimum speed limits to keep traffic moving smoothly. Driving below the minimum, or much too slowly on any road, can disrupt traffic and be as dangerous as driving too fast.

Minimum limits keep traffic moving smoothly. Going slower than the minimum can interfere with other drivers and create danger.

From the New York State Driver's Manual, page 47. This question is our own wording of that rule. The handbook and the DMV have the final word.
