Why can driving much slower than other traffic be unsafe?

The rule

It is safest to drive at the speed most traffic is going, up to the limit. Driving slower makes others keep passing you, which raises the chance of a crash.

It is safest to go the speed most traffic moves, up to the limit. Driving slower makes others keep passing you, which raises crash risk.

From the Maryland Driver's Manual, Section 3, page 14. This question is our own wording of that rule. The handbook and the MVA have the final word.
