Can you get a ticket for driving too slowly?

The rule

Florida law also bans driving so slowly that you hold up traffic moving at normal, safe speeds. When you're slower than traffic, keep right so others can pass.

Drive slower when traffic or weather calls for it, but don't go so slowly that you block normal traffic. That can get you a ticket.

From the Official Florida Driver License Handbook, page 68. This question is our own wording of that rule. The handbook and the DMV have the final word.
