What does a posted speed limit tell you?

The rule

A speed limit is the most you may drive in good conditions. You must adjust for the weather, the road and traffic: in a storm, for example, drive below the posted limit.

A speed limit shows the fastest you may drive in good conditions. You must slow down for weather, the road and traffic.

From the Official Florida Driver License Handbook, page 68. This question is our own wording of that rule. The handbook and the DMV have the final word.
