What does a posted speed limit tell you?

The rule

A speed limit is the most you may drive in ideal conditions. When weather, construction or traffic make it unsafe, you must go slower: you can be ticketed for driving too fast for conditions even at or under the limit.

A speed limit is the top legal speed for ideal conditions. Bad weather or road construction can make a lower speed the only safe and legal one.

From the Virginia Driver's Manual, section 3, page 14. This question is our own wording of that rule. The handbook and the DMV have the final word.
