On a highway with two lanes your way, a police car is stopped on the shoulder with flashing lights. What must you do?

The rule

Approaching a stopped emergency, highway maintenance or recovery vehicle with flashing lights, slow to a safe speed. On a highway with at least two lanes your way, move over to leave an open lane beside it if you safely can.

Leave an open lane between you and a stopped emergency vehicle with flashing lights. If you can't move over, slow to a safe speed.

From the Massachusetts Driver's Manual, page 104. This question is our own wording of that rule. The handbook and the RMV have the final word.
