What does the red circle and slash on this sign mean?

The rule

A red circle and slash across a symbol on a regulatory sign means the action shown is not allowed (no left turn, no U-turn).

A red circle with a red line through a picture means you may not do what is shown. This sign means no left turn.

From the SCDMV Driver's License Manual, page 6-9. This question is our own wording of that rule. The handbook and the DMV have the final word.
