What does a black-and-white rectangular sign usually tell you?

The rule

Black-and-white signs, such as a speed limit, DO NOT PASS or a no turns sign, give regulations set by law. Tall (vertical) rectangular signs usually state the law or an instruction.

Black-and-white signs give regulations, such as a speed limit or DO NOT PASS. You must obey them.

From the Virginia Driver's Manual, section 2, page 6. This question is our own wording of that rule. The handbook and the DMV have the final word.
