How fast should you be going when you merge onto a freeway?
The rule
When entering a highway, be in the proper lane of the on-ramp, get to or near the speed of traffic, and merge into a gap big enough for your car. Don't stop unless you absolutely must.
Get to or near the speed of freeway traffic on the ramp, then merge into a gap big enough for your car.
From the California Driver Handbook, section 6, page 23. This question is our own wording of that rule. The handbook and the DMV have the final word.
