How fast should you be going when you merge onto a highway?

The rule

Get into the proper lane well before you enter or leave a highway, yield to drivers already on it, and speed up to match their speed. If you miss your exit, don't stop or back up: take the next one.

Get to or near the speed of highway traffic on the ramp, then merge into a gap big enough for your car.

From the Massachusetts Driver's Manual, page 95. This question is our own wording of that rule. The handbook and the RMV have the final word.
