All lightsoff

The traffic light ahead is dark, like this. What should you do?

The rule

When a traffic light is not working, treat the intersection like an all-way stop: stop fully, then go carefully when it is safe.

If a traffic light is out, stop as if there were STOP signs in every direction. Then go carefully when it is safe.

From the California Driver Handbook, section 7, page 34. This question is our own wording of that rule. The handbook and the DMV have the final word.
