All lightsoff

The traffic light ahead is dark, like this. What should you do?

The rule

When a traffic signal shows no lights at all, stop and go through the intersection as if it were an all-way stop, unless an officer is directing traffic or portable stop signs are up.

If a traffic light is out, stop as if there were STOP signs in every direction. Then go carefully when it is safe.

From the Virginia Driver's Manual, section 2, page 6. This question is our own wording of that rule. The handbook and the DMV have the final word.
