Is it legal to pass a vehicle that is stopped at a crosswalk?
The rule
When a vehicle has stopped at a marked crosswalk, or an unmarked one at an intersection, to let a pedestrian cross, a driver coming up behind must not pass it.
Never pass a car that's stopped at a crosswalk. The driver may be waiting for someone you can't see.
From the Georgia Drivers' Manual, page 19. This question is our own wording of that rule. The handbook and the DDS have the final word.
