The rule
Before opening your car door, check your mirrors and traffic, including bicyclists coming from behind, and close the door as soon as you can.
Look in your mirrors and at traffic, including bicyclists coming up from behind, before you open your door. Shut it as soon as you can.
From the Maryland Driver's Manual, Section 3, page 16. This question is our own wording of that rule. The handbook and the MVA have the final word.
