Stop when a railroad crossing's lights begin to flash. Don't go until the trains have passed, the tracks are clear, the gates are up and the lights have stopped flashing.
Flashing lights at a crossing mean stop and wait. Don't cross until the gates are up and the lights stop flashing. A second train could be coming.
From the Virginia Driver's Manual, section 2, page 9. This question is our own wording of that rule. The handbook and the DMV have the final word.
