At a crossing with gates and lights, when may you drive across after a train passes?

The rule

At an active crossing, wait until the gates are all the way up and the lights and bell have stopped before you cross. Never go around or under a gate that is down or moving.

At an active crossing, don't cross until the gates are all the way up and the lights and bell have stopped. Going around lowered gates is illegal and dangerous.

From the New York State Driver's Manual, page 60. This question is our own wording of that rule. The handbook and the DMV have the final word.
