In a city, a town or a business district, a U-turn is legal only at an intersection. Look for No U-Turn and No Left Turn signs first.
In a city, a town or a business district, U-turns are legal only at intersections, and never under a No U-Turn or No Left Turn sign.
From the Virginia Driver's Manual, section 3, page 18. This question is our own wording of that rule. The handbook and the DMV have the final word.
