Just before you move into the next lane, what should you do?
The rule
To change lanes, first check your side and rearview mirrors, then signal, watch for drivers moving into the same lane, and glance over your shoulder at your blind spot just before you move.
Check your mirrors, signal, then glance over your shoulder toward the lane you want. Mirrors don't show your blind spots.
From the Virginia Driver's Manual, section 3, page 17. This question is our own wording of that rule. The handbook and the DMV have the final word.
