At a four-way stop, who goes first after everyone has stopped?

The rule

At an all-way stop every vehicle stops, then vehicles go in the order they arrived. If two arrive at about the same time, the one on the right goes first.

At a four-way stop, everyone stops fully. The first to stop goes first. If two stop together, the one on the right goes first.

From the Official Florida Driver License Handbook, page 47. This question is our own wording of that rule. The handbook and the DMV have the final word.
