At a four-way stop, who goes first after everyone has stopped?

The rule

At a four-way stop, every vehicle stops, then vehicles go in the order they stopped. If two stop at the same time, yield to the one on your right; if in doubt, let the driver on your right go.

At a four-way stop, everyone stops fully. The first to stop goes first. If two stop together, the one on the right goes first.

From the Massachusetts Driver's Manual, page 100. This question is our own wording of that rule. The handbook and the RMV have the final word.
