In ideal conditions, what following distance does the MVA recommend?

The rule

The MVA recommends at least 3 to 4 seconds of following distance in ideal conditions, counted from a fixed point the car ahead passes. Keep 3 to 4 seconds behind a motorcycle too.

In ideal conditions the MVA recommends a minimum of 3 to 4 seconds behind the car ahead.

From the Maryland Driver's Manual, Section 3, page 15. This question is our own wording of that rule. The handbook and the MVA have the final word.
