A school bus ahead is stopped with red lights flashing. What must you do?

The rule

When a school bus stops with red lights flashing to load or unload children, you must stop. Stay stopped until the bus moves on or turns off its signals and every child has cleared the road.

Flashing red lights on a stopped school bus mean stop. Stay stopped until the bus moves on or turns off its lights and all children are off the road.

From the Georgia Drivers' Manual, page 44. This question is our own wording of that rule. The handbook and the DDS have the final word.
